Deputy Compliance and Privacy Officer The Deputy Compliance and Privacy Officer will serve as a healthcare regulatory compliance subject matter expert, as well as Privacy Officer as required by applicable privacy laws. This position is primarily responsible for the effective design, operation, and maintenance of all compliance program policies, procedures, and controls. This role will ensure compliance with all federal and state laws, including HIPAA and HITECH requirements, licensing requirements, and internal compliance policies/procedures. This position will implement appropriate initiatives, policies and processes, risk assessments, compliance related reports, education/training, and audit/monitoring. The Deputy Compliance and Privacy Officer will investigate reports of non-compliance and monitor corrective action plans. This position is eligible for remote work, but quarterly travel will be required to Avalon's corporate office located in Tampa, Florida. Essential Functions and Responsibilities Provide oversight and direction in the development of all aspects of the compliance program; Create summaries regarding, and participate in oversight of, Avalon's contractual obligations; Perform drafting of new compliance policies, annual policies reviews, and update compliance training materials; Coordinate with relevant business partners to develop and revise business policies and ensure enforcement and monitoring; Oversee FDR compliance, including maintenance and completion of the Delegated Downstream Entity Compliance Attestation; Oversee monthly exclusion checks, preclusion checks, and preparation of associated client reporting; Oversee the administration of all new hire training and annual training and various compliance related events, and maintain records of the same; Coordinate compliance committee meetings, draft committee decks and minutes, and prepare executive summaries for the board; Manage Avalon's conflict of interest policy, track potential conflicts, and report them; Maintain Sanctions log; Participate in Avalon's responses to compliance and privacy audits; Develop audit tools, plans, and schedules, and conduct compliance readiness audits for all new business functions; Develop and implement risk assessment tools to identify potential deficiencies and facilitate corrective action plans; Serve as the compliance subject matter expert for all business functions to internal and external stakeholders; Serve as Privacy Officer; Act as the compliance liaison with government regulators for correspondence or alerts on new initiatives; Work across teams and departments, balancing competing objectives to accomplish goals and requirements; Gather and respond to all regulatory or compliance audit requests for information; Use professional judgment and institutional knowledge to assess risk levels, conduct investigations, provide guidance on remediation, and prioritize remediation efforts. Minimum Qualifications 3+ years attorney work experience; Bachelor's degree and Juris Doctor; Expert knowledge of the Health Insurance Portability and Accountability Act (HIPAA Privacy Rules); 3+ years healthcare compliance and regulatory experience; Strong working knowledge of laws, regulations, and related matters relevant to the operations of health plans; Experience developing and deploying governance, risk, and compliance (GRC) systems, incident response practices, and risk assessment practices; Experience interpreting, summarizing, and advising business personnel regarding healthcare-related statutes, regulations, and contractual obligations; Strong critical thinker and outstanding writer, able to explain complex issues orally and in writing; Excellent interpersonal skills with ability to maintain effective working relationships with all levels of management and excel in a team environment.
