Job Description

You will serve as the Director for Marine Engineering Group in the Naval Systems Engineering and Logistics Directorate of the NAVAL SEA SYSTEMS COMMAND (NAVSEA).

Duties

  • You will be responsible for the integration of Hull, Mechanical, and Electrical (HME) control systems, including cybersecurity, across surface ships, aircraft carriers, submarines, submersibles, and vehicles.
  • You will be responsible for establishing technical requirements, standards and specifications.
  • You will ensure and certify that naval and federal ships, submarines, and vehicles meet marine engineering and machinery system operational requirements to execute their assigned missions.
  • You will provide leadership and guidance of technical authority execution, stewardship, business operation and workforce talent management for the marine engineering competency.
  • You will develop national strategic solutions supporting all Navy and federal surface ships, aircraft carriers, submarines, submersibles, and vehicle design, integration and systems engineering.
  • You will set and maintain technical authority policies and procedures to strengthen NAVSEA technical authority and RSE competency and oversee execution of technical authority by Technical Warrant Holders.
  • You will engage in risk assessment and resolution of significant technical issues and those issues, which cannot be resolved at lower levels.
  • You will ensure technical and programmatic products, solutions and service support Navy readiness, total ownership cost, schedule and safety of operations.
  • You will negotiate and foster organizational and technical competency relationships with Navy laboratory and other field activities, universities, and contractors.

Requirements

  • Must be a US Citizen.
  • Must participate in the direct deposit pay program.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • May be required to successfully complete a 1-year SES probationary period.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
